Certainly lower grade students ( 1 - 4 ) should have minimal homework, perhaps only a review of each day's topics. However, as the grade level increases, so should the level of homework. In middle and high school, there are increasingly more complex subjects being taught, and therefore more time is needed to practice and learn such subjects. If there is a desire to attend college, it is all about ACT, SAT and GPA. If the student is not disciplined to study and work outside of the classroom, it will be rude awakening that first week week f college.
