Should the Lowell City Council receive a $10,000 Raise

I am opposed to a raise for the city council and the school committee, mainly because I do not think their health insurance should be paid for by the city. I do not know how much their health insurance cost, I could not find the line item on the city budget, but city workers health insurance has been changed, reduced, with all long term, full time city employees. They are not full time employees and are not even 32 hours a week employees. In our state those are the only employees who receive insurance from their companies. I also do not know if they get retirement time added if they are city or state employees.
