We accept coins, but we make the customer stand there while we count it, especially rolled coins. We've been burned by wrappers not being full. Usually when the customer watches us start counting, they say never mind and hand over folding money!
We have an informal policy where if you pay with enough coins for it to be In a roll then you must submit it in a roll to us. One time on cut off day a woman brought in over a hundred dollars in coins to get her water restored in which she used the money from her kids piggy bank. The son said "Mommy, are we going to be able to get something to eat today now". We helped her roll the coins and accepted it in this case.
