Apple and Android already have a solution. In Apples case it is called CarPlay and in Android it is Android Auto.
I suspect that this will get laughed out of court as both companies have already done everything necessary to solve the stupidity of users that seem to think they can text and drive.
Even without CarPlay, bluetooth usually connects to Siri so you can just dictate your texts.

This guy is laziest, most disrespectful, and irresponsible to society and himself. This guy is someone who would blame everything on others and things around him except himself for being ignorance toward the danger of driving and texting or drinking and driving. Once one is behind the wheel, one assumes responsibility for oneself, those within the vehicle and those around. Blaming on a tech device is simply irresponsible.

When I am driving, I pass my phone to my wife as my Navigator and she handles texting while I am driving... a lockout feature would cripple our ability to talk to people we are driving to visit (commuting across state lines for holidays etc)

Distracted driving is killing as many people as drunk driving. We need strict regulation unless you want chaos as on the roads in places such as Russia.

It's the responsebility of each of us to not text or eat or fu** while driving.

Thy should sue McDonalds too. People eating and driving cause a lot of accidents too. Matter of fact let's sue the car companies for letting humans drive in the first place. Patents are there for autonomous cars so the auto manufacturers have the ability to prevent these crazy creatures from driving unsafely.
