Why would you tax people who do more positive things for our waterways than not. People I kayak with are diligent about beach cleanups as well as removing plastic bags, cans and bottles floating on top of the water.

Politicians want to put a fee on everything with the goal of sticking more money in their pockets. I'm sure they'll figure out a way to charge us for breathing too. Get your corrupt hands out of our pockets.
