There's no doubt that Pasadena has a lovely City Hall, but note this comment made in the Peoria Herald --January 6, 1899
"The new building stands today a model of what Peoria contractors, Peoria architects and Peoria artisans can do. It is said by those who have visited similar building in various parts of the United States, that while there are larger and more expensive buildings in the country (like Pasadena--ok, that part I just put in), there are none more complete or substantial". Ive heard it said that once Puff Daddy, who was doing a sound check at the civic center, accidentally wandered into Peoria's CIty Hall. Upon seeing the beautiful rotunda, he dropped to his knees and wept. Peoria is the clear winner.

Even though I work across the street from Pasadena City Hall and see it every day, I NEVER get tired of its beauty. I think it's more beautiful and majestic than most state capitols. Also never get tired of seeing it featured in Parks and Rec reruns!

We have been living in Pasadena since 2001. And boy it has been such a wonderful journey. Pasadena and its gorgeous city hall, its vibrant and always lively Old Town, its world famous California Institute of Technology, its entrepreneur-spirited local start-up culture, its wonderful mix of minorities from all around the world, its excellent public transport system and its grand city planning style encouraging its citizens to walk more and drive less, shop locally and support their neighboring cities makes it a wonderful paradise in the Southern California.

A lot of the Peoria comments discuss its history, interior, and the fact that is has old pictures hanging on the wall. Well, also true of Pasadena... and probably a lot of other city halls around the country.
What it comes down to is sheer beauty and impressiveness (the wow factor), and that clearly puts Pasadena dome and shoulders above the rest.

Pasadena City Hall is an outstanding example of the grace and beauty of Spanish Colonial Revival architecture. From the vaulted ceiling of the entranceway, complete with domed bell tower - to the grand and beautiful fountain in the spacious courtyard - to the wonderful lion's-head gargoyles that adorn windows and arches facing both street and courtyard, this building is a testament to prominent American architect Arthur Brown Jr.'s attention to elegant design. But, as beautiful as this building is when viewed by day, it is the evening view, with lights glowing, that is the most stunning and that places it head and shoulders above all other contenders. I am fortunate enough to work in a building across from Pasadena City Hall and have both an amazing view of - as well as many opportunities to visit - this beautiful building. It never ceases to delight.

The interior of Peoria's City Hall is designed as a "Hall-Court", a style very common for Civic Buildings During the "Renaissance Period". These "hall courts" on each floor are visually connected from floor to floor through an op en oval gallery.

Peoria is a lovely city and wonderful people, however architecturally speaking Pasadena City Hall is a much nicer design. I read somewhere that the Pasadena building was influenced by three European structures:
Church of Santa Maria della Salute in Venice
Hotel des Invalides in Paris
St. Paul’s Cathedral in London
After checking these out one can definitely see Pasadena's architectural superiority above the Illinois building..

Pasadena City hall is not only beautiful to look at but is also featured in discovery (maybe history) channel for the earthquake retrofits. A classic building that any city will want to have as their city hall. For sure in the first 2 runners. Finals will be judged on modern vs classic.
