Only if Apple wants to. Otherwise, let the market decide. Consumers need to make decisions based on the ability to have the device repaired. If I own an Aston Martin, I do not expect that I would be able to take it to any car shop to have it repaired. It doesn't work that way.

Absolutely, with a license and lease the equipment to reputable trained places. At the same time that would jump the prices of the smaller repair shops. Then again some of those shops charge and arm and leg already.

I think we have a capitalist society and apple is god a lot of specific features but they no longer dominate cell phone or laptop tablet market.

Sure, make the devices available. Sell them for ~$100K each and sell the "liquid" for $10K a bottle. Easy enough.
Let the repair shops Repair but, make recalibration an online process with Apple for validated owners only.
