I don't understand all these people going up for Eugene with some master plan. He is every cowardly gamer gate, trump voter who's finally getting to live out his male power fantasies. He'll follow whoever is going to protect him next, but if we're keeping it real he likes being Negan the most and this is the most interesting his character has been.
