There has to be much more education first. Otherwise the results will be unrepresentative of the opinions of those who have thought through the politics.

Whereas compulsory voting seems a good idea, I believe that it be compulsory for the press to only publish verifiable facts leading up to elections. Therefore electors know exactly how they wish to vote based on rational decisions

I would always encourage people to vote. A low turnout is a big disappointment to those that strife for their communities however voting is an expression of your free will. If you educate the people and they wish to vote then they can. Making people vote would be difficult and expensive to enforce.
