I think it will change a bit if so.
It has to be community base. Like if they are taken into custody,(Minor) where to take them? If there are police shortage, who help protroll? This has been inforced before ( no results) this all changed when funds left the city, no parks, no youth programs , no youth jobs, no activity, . Nothing for the teens to do so "the cycle revolves" : baby's having babies, babies raising baby's! ( I remember people had best front yard contest) really need to focus on building leadership in these communities!
