The US is going to chase clinics across the border. Medical tourism will become big business, with the US losing out because of ridiculous regulations. This is a matter of life and death (i.e. I've met some people who went abroad for stem cell treatment, and one who was in a stem cell trial here in Minnesota), and it is a stupid paradigm that the US wants to stop lifesaving treatment because it might be unsafe.
I might add that in the US and around the world, institutions are being completely outpaced by technology. People will have to go around the government to get the treatments they need abroad, else they will not live to see the Singularity and radical longevity emerge.
