The Browns' draft strategy has been confirmed! They see a dearth of quarterbacks available, but none necessarily great or glaringly more talented than the other.
Thus, with there being just one Saquon Barkley available, the Browns have decided that as the best available player in the draft they cannot risk him still being available at No. 4. They will take Barkley at No. 1 and will gladly take at 4 whomever of the remaining QBs is still available. Most likely, Rosen or Allen in that order.
