If I went on a pelagic boat ride, and didn't see a Manx Shearwater, but someone afterwards found one in a picture taken during the boat ride, I would:
Add it to my eBird report (whether I have a picture showing it or not)
Add it to my eBird report only if I have a picture showing it
Not add it to my eBird report because I didn't see it
